Allow Admin to Select Attribution

By default, if VaultWiki can't find a matching username in the vBulletin database when importing from MediaWiki, it will attribute the item to the admin running the importer. Instead this should be an option:

Attribute items by missing users to the admin
Attribute items by missing users to guest users with that name
