Issue: Install/Upgrade System

The Install/Upgrade System needed to be ported to the new VaultWiki 4 architecture. This was a huge undertaking because the install folder already contains over 100 files. Additionally, it would be great if we could add support for the 1-click install/upgrade similar to what vBulletin has added in vB 4.1.

Finished porting all old install files. Also added a 1-click upgrade that uses only Javascript (vBulletin resorts to using flash). The progress bar may not move as intended in the first release. It's more important to focus on other areas than a small aesthetic issue where the bar doesn't move smoothly.

Phrases still need entering, but will do this on the development cycle for languages. Will be writing the upgrade file for 4.0.0 Alpha 1 today (long, at least 14 steps planned so far), but most of it will be calling methods from the importer. Marking as completed.
