Allow user to make multiple moderated edits to the same article.

When a user tries to contribute multiple small edits in the same article, which are sent to the moderation queue, the user is blocked from making any more edits until the moderator has approved the edits. This is counterproductive, demotivating and unnecessary.

When an edit is awaiting approval, then consequent edits of the same user within the same article should be possible. These edits should be merged into one edit, so that the user can keep on editing the wiki article. The moderator can then approve/disapprove all edits by this user in one go.
Currently I moderate all new edits, but due to the above this severely frustrates my users.

What do you think about this?

An interesting idea. This would only be possible, if as you said, it were the same user making the subsequent edits. When the edit is pending, in this case we could load the user's edit into the editor, rather than the current text, and apply any changes to the pending edit, rather than creating a new one.

Yes, indeed. That was more or less what I was thinking.

To avoid a potential security issue, the following must be handled:

      1. User starts updating their previous edit.
      2. Moderator accepts their edit.
      3. User hits submit to update the edit.

On #3, if the edit was already accepted during the edit time, an edit-time conflict would not be triggered. However, special care should be taken to make sure the "visible" field is still set to a moderated value. If not, a new moderated edit should be generated instead of updating the last one.

The scenario this is relevant to is as follows:
      • user submits edit
      • the edit has not been approved yet, but the user wants to submit another edit. The user should be able to continue editing.
      • the moderator should be able to review their edit as one new edit. i.e. the moderator would review and approve one edit which includes all edits by this user

      Another scenario:
      • user edits 1 chapter / section and submits
      • user edits another chapter and submits. (currently not possible, but it should be)
      • moderator approves both edits as individual edits.

This feature would be a major improvement to the end user. Users are often blocked from editing because their edit is awaiting approval. Its a major annoyance to users.

In order to implement your latest scenario, sections would need to be stored as physical entities, rather than just a string offset as they are now. See: https://www.vaultwiki.org/issues/3259/

Implemented in 4.2.x. Some notes, per discussion above:
      - If the user submits a moderated section edit, followed by a moderated edit of a different section, these are actually the same edit (unapproved edits by the same user being merged). While the moderator reviews and approves, they see the changes to both sections. This is because sections are not really separate objects from the overall page, and we "merged" the edits for that page already.
