CSS file not found in 3.0.6 and 3.0.7
the css cant be found in vaultwiki 3.0.6 and 3.0.7

I included a pic to show you with chrome element inspector. It gets transfered as text/html because i have a 302 redirect to the main site so any missing files returns the home page html.

Your site is still using VaultWiki 3.0.6, but you are using vBulletin 4.1.0. You need at least VaultWiki 3.0.7 in order to fix certain version detection issues with vBulletin 4.1.0. Since vBulletin had so many changes to CSS between each version, there is a lot of version detection that happens there.

If it is still showing 3.0.6, that means that you are still using the 3.0.6 version of the vault/wiki.php file which controls vBulletin version detection.

By looking at the CSS it is trying to use, it looks like VaultWiki's 3.0.6 file is reporting your version as < vB 4.0.0. We released 3.0.7 because of this exact issue.

In our Members Area, the default download options give you only files that are different from your last download, so you may need to select other options. Where it asks "Only download files changed since", select "3.0.6 Build 001".
