Issue: Translation of vaultwiki phrases

I am trying to consider the best way to do this. It seems like if we wanted to host translation activities on the site, we would have to write a new tool for users to contribute to. I will see if I can set something up over the holiday.

We decided that when VaultWiki 4 comes out we are going to create a section of this site's wiki to handle this, and give license holders permission to edit articles. Each phrase would have an article that can be translated. It would then be a simple task to have a link that exports the most recent edits of the phrase articles as a language XML.

This would depend on a number of features we are writing for VaultWiki 4, so we cannot have a solution sooner.

Since VaultWiki 4 is largely done, and most of the phrases are created, we can create this part of the wiki. However, we should do it AFTER migrating the main site, or we'd have to do some code customizing twice. This tool should not require new articles with different titles for each language, but should instead store "phrase" articles differently, with all translations embedded in the article. Creating the tool would also help us adjust some hook locations which are currently somewhat lacking.
