TOC in Middle of Text

When an article's first headline is H=1, and it has a TOC, the TOC will appear in the middle of the text of the first section, rather than before the first headline.

Fixed for the next build. Additionally, the TOC will now remove any unenclosed trailing line breaks before it when it is the last item in the block.
