Use YUI3

Change over VaultWiki scripts to use YUI 3, at least in the AdminCP (vBulletin uses YUI 2, XenForo JQ). YUI 3 offers dynamic loading and better animation support for getting our admin UI to link together smoothly.

Completed porting existing admin scripts to YUI 3. New scripts will be written for YUI 3 by default.
