Issue: New AdminCP Design

For VaultWiki admin pages, the style should be unique to VaultWiki. This should make abstracting many admin methods unnecessary, because they would need to be rewritten anyway.

Don't forget to handle permissions so that users still need to log in to the AdminCP to use the VaultWiki admin pages.

Completed for the next build. A basic library of various form building tools has been created, and we had our first successful log-in today. Additional tools can of course be created as necessary.
