Prefix Manager

Prefixes are going to be VaultWiki 4's connection to the old namespace system. Need a manager to create/edit/translate/delete prefixes. A prefix is selected for each wiki area to differentiate articles in that area, should the area not have a custom URL or the standard WIKI BB-Code be used universally.

Each Prefix should have a connected BB-Code. If no BB-Code is defined, then the default WIKI BB-Code is assumed and the prefix is required when referencing articles using the BB-Code.

Finished the Prefix Manager. This took some extra time due to some other components not working properly, like the database abstractor not actually connecting to the database, the data management controllers not connecting to the database, and making overlays better looking and somewhat degradable.
