Issue: URL Not Censored

The URL of a wiki page doesn't apply the censor filter.

This is actually more due to a core censoring issue with vBulletin - it censors article text automatically during a save, but it waits until request time to censor the title. This becomes problematic because the URL has already been routed in the database during the save. This combination also makes some articles unlinkable because the URL is always censored in the text.

This will require changes to verify_title in the data manager when we make 3.1.
