Hook/Plugin Abstraction

In order to support plugin systems from multiple products, and possibly stand-alone, need to write a VaultWiki plugin system that passes hooks to the appropriate product's parser. Need to keep scoping differences in mind.

Completed for 3.1.0. Plugins are somewhat verbose (2 lines + callback file, rather than vB's 1 line), but this ensures compatibility across different products, different versions, and allows us to maintain the current scope.
