Template Abstraction

In order to support template systems from multiple products, and possibly stand-alone, need to write a VaultWiki template system that passes templates to the appropriate product's parser. Need to keep scoping issues in mind.

Completed for 3.1.0. Template parsing is somewhat verbose (3 lines + listener compatibility + callback file, rather than vB3's 1 line), but this ensures compatibility across different products, different versions, and allows us to maintain the correct scope.
