Article Protection

Add the Article protection system.

Add article protection. Essentially it is a permissions system on a per-article basis that allows a user with protection permissions to construct some conditional profiles for viewing / editing / protecting / moderating.

The protection is on the following bases:

No Protection
Move/Rename Protection - article can't be moved or renamed
Partial Protection - article can't be edited unless user can protect the article
Complete Protection - article can only be edited by admins (ugid: 6)
Creation Protection - article cannot be created, implementable on delete or from admincp
