Customizeable Wiki Logo

The wiki logo that appears in the background of the wiki home page is hardcoded in vw-tabbed.css. It would be better if this was a stylevar, because it would be less likely to be reverted during upgrades than editing the template or replacing the file.

Added for the next build.
