Only Top Half of Tab is Functional

When hovering or clicking on a tab, it only switches to hover-style or goes to the clicked tab if you performed the action on the top part of the tab (stopping a little after the top edge of text). This really limits usability of the tab. Inspecting the CSS of the page, it looks like the padding of the article title is covering the tabs and getting in the way.
