Infinite Redirect Viewing Special in Language

When attempting to view a Special page in another language by adding langid to the URL, if the specified language has the same URL translation for the page in more than 1 language, an infinite redirect will occur

Since Special pages are not indexed by search engines anyway, they are not at risk for being considered duplicate content. Fixed for the next build by allowing the same URL to apply to multiple languages for Special pages only
