Namespace Contains New Posts Icon

Add the Icon that indicated new forum activity.

There should be another version of the wiki forum icon that indicates activity since the user last read that forum. This would use standard forum marking and would only require the creation of the icon variant.

Well, I also added a variant so the forum bit will discriminate between whether there are merely new comments, or entirely new articles. This required an additional database field, but it should be useful enough to overshadow this.
