Issue: Rebuild Breaks Other Language Prefixes

When rebuilding a namespace, any articles that were written in another language and use a thread prefix will not have their URLs cached with the correct prefixes, because only the administrator's current language versions will be available.

Fixed for the next build. If you have a lot of languages and a lot of prefixes, this could start being a pain for the MySQL server (1 prefix query per language).
