Broken Links on Book Tab

The links to each book are broken.

In the Book tab, where it lists the possible books, you can also click each book title to open its article. However, the links on the titles are all broken.

Fixed. This was actually two bugs:

A URL would appear if there was no permission to view the Book.
There was always no permission.
