WOL Cleanup

The Who's Online actions still include code from VaultWiki 1 (this code now does nothing). Also, currently a WOL viewer is not shown what page action another user is performing if the viewer doesn't have permissions to perform the same action. This doesn't really make any sense, it won't hurt to show that a user is editing the page, for example.

Changed for the next build.
