Apply Tab

Is it really necessary to require the user to edit the page when they just want to add the page to a group or assign it as a header? Doing this runs the edit processing code for no reason and creates unnecessary revisions.

These options can go on a separate Apply tab (which should replace the Translate tab).

Added for the next build. Header, group, and language settings will only appear on the Edit tab now while creating a new page. To change these settings after the page has been created, use the Apply tab. The "Translate" tab has been removed - it has been combined into the Apply tab.
