Wiki Plain Text Parser

The wiki currently doesn't have a plain-text parser. This means that wiki edits and other notifications via email, as well as wiki RSS feeds are fully parsed. This is inconsistent with normal vBulletin behavior, and can lead to errors with some client software.

Finished the plain text parser. Will be included in the next build, and should mainly be used in external feeds. Notifications don't quote wiki text.
