      Line Break Parsing Not Consistent

      In wiki pages, line breaks are parsed after BB-Code, which is inconsistent with other forum posts. There should be some way to move this around to achieve a consistent experience (and correct the unintentional BR in HTML bug that exists in vBulletin) - perhaps after templates, but before the standard loop.

      Fixed for the next build. Line breaks are still parsed after NOPARSE-related tags, REDIRECT tags, TEMPLATE tags, and legacy tags (to avoid adding too many unintended breaks). They are parsed before regular BB-Codes, which should mimic standard BB-Code parser behavior closely enough.
