      Use Efficient CSS Selectors

      Because VaultWiki 3 goes Gold, the code should be made as efficient as possible. It's also now the best time to do CSS rewrites for vB3, and improving the vB4 CSS.

      Basically only class and ID rules are efficient, mentioning tag names are not.

      This was limited greatly by vBulletin's existing CSS, which is inefficient itself. I have rewritten the tab CSS and number of other key areas, though not the entirety of the code. Marking this as Completed, since it's probably just about as good as it can get.
