Extra line breaks in code tags

Certain code tags have extra line breaks because nl2br() is performed twice (once in the BBCode handler, and once after parsing). This only applies to CODE and HTML tags, PHP tags are fine.

Fixed for the next build by removing all line breaks before the CODE and HTML handlers complete.
