Make user tagging work in wiki comments

As per the title, I want to be able to tag users in wiki comments to draw their attention particularly where there are quality issues

Fixed in the next release.

In XenForo 2.x, user tagging was only working partially. It was sending alerts to the tagged user (provided the user had opted in to the appropriate alert in their preferences), but was not showing as a link to the tagged user's profile.
