Issue: [4.1 Beta 2] Table of contents: Duplicated empty TOC items on template page that embeds its own contents with [template] bbcode

In the XenForo version, if a template page contains headings and it is embedded into itself with [template], the table of contents ends up with a duplicate empty item for each heading in that template. All the empty items are listed in the TOC first, followed by the real items. I've reproduced this in the XF demo wiki: https://www.vaultwiki.org/xf-wiki/index.php?wiki/&title=TOCIncludeTest


So for instance if the page contains two headings (H=2) and one sub-heading (H=3), the TOC is rendered along the lines of:
This issue doesn't apply when the template is embedded into another standard page.
