I don't have permission to view the wiki page quoted there, but in my tests locally, the pagination behaves in the desired way in the default style down to 320px wide, the lowest width we support. Even though it is inconsistent with the XenForo thread-display navigation at that width, it is visually superior. It looks like your custom style increases the size of the callToAction button substantially, which makes it take up too much room when side-by-side with the navigation and pushes the navigation off the page. We have no intention of degrading the appearance on the default style in order to accomodate potential custom styles. If you need the inelegant solution for this, you should add the following custom CSS to your vw_additional.css:
You have access now.
The problem with the create button is on the default style as well as the 'Create new page' button pushes down the pagination buttons. The button should go to a new line instead of pushing inbetween navigation buttons. It should stay above the pagination at all times.
