This is as designed. WidgetFramework widgets of type "Wiki Sidebar Block" do not render on wiki pages, because you already use the Sidebar Block manager in the Wiki Admin Panel for that. Creating sidebar blocks in both places easily leads to duplicate blocks and/or blocks that appear not to follow permissions. You may still place other WidgetFramework widgets on wiki pages.
I have removed this restriction in the next release if the standard wiki sidebar is disabled in the settings.
You have it setup to render whenever the template vw_general_view is invoked. However, vw_general_view is usually only invoked on wiki pages. That is why you don't see it on other parts of the site either.

If you want the widget to appear on non-wiki pages, you must remove the "vw_general_view" in the widget configuration. If you want the widget to appear on wiki pages, it cannot be a "Wiki Sidebar Block" widget.
Ah, ok - now i understand! becaus i want to display the widget on the wiki main-area, becaus it seems to make sense at this place...
Than i have to wait for the next release to use it there, or?
You already show the Recent Activity block on wiki pages using AdminCP > Wiki > Content > Sidebar Blocks. You don't need to make a WidgetFramework widget to do the same thing, or it would appear twice on the same page.
WidgetFramework widgets of type "Wiki Sidebar Block" will never appear on a wiki page; this is the way it is designed. In addition to that, you have blocked the regular sidebar block from appearing on that page because of the setting AdminCP > Options > VaultWiki: Content Types > Wiki Index Sidebar Blocks.
