VW Admincp functions do not work after install

After installation of VW on my live site, none of the fucntions work here:
/admin.php?wiki/
The links work, but nothing is loaded.

The permissions sidebar of the users page has this:

vw_admin_navigation_prefix Wiki Permissions

It seems it doesnt load any phrases.

The options links at the top do not expand.

It seems to me the install is botched again.

I can access VW options from the standard XF options page.
/admin.php?options/

It seems that this restriction was added to prevent other admins from hijacking the rebuild by going to admin.php?tools/ while you are installing and creating a deadlock that way. However, this deadlock situation (2 admins) is much less likely than the one occurring in this report (1 admin and any 1 user), so the protection is reversed in favor of preventing the more common deadlock. The same deadlock is possible in default XenForo if two admins visited admin.php?tools/ at the same time anyway.
