The preferred way to accomplish this now is via a Sidebar Block (using block-type "Book Table of Contents") while viewing a book chapter. If you wish to include the sidebar block directly in the article body, you can do so using:

Where blockname is the unique name given to your Table of Contents block.
Due to performance issues when books contain thousands of chapters, you must set a maximum number of chapters for the block in the block settings when you create the block. It will show an equal amount of preceding and subsequent chapters until the maximum is satisfied. If you wish to navigate the full table of contents for books with many chapters, you can use the link back to the book to get there.
Of course, the old code should also work (using default limits for long books):

If you have noticed that this no longer works, then it may be a bug.
Confirmed that there was a bug with the second form. It will work again starting in 4.0.15, although the user must have Javascript enabled. A trick had to be employed to make sure the TOC only contains chapters the user has permission to open, while also allowing the TOC to be cached.
