Issue: Remove Support for Old Internet Explorer

As of January 12, 2016, all versions of Internet Explorer prior to version 11 were prematurely moved to End-of-Life (some 8 years in advance of the expected date): https://www.microsoft.com/en-us/Wind...-of-IE-support

VaultWiki might contain some Javascript and CSS which cater to:
- Internet Explorer 7
- Internet Explorer 8
- Internet Explorer 9

In the interest of cleaning up unneeded bloat, any such support should be removed.

Since this is a potentially breaking change in the above browsers, this is slated for 4.1.0. However, as of January 12, 2016, new features and/or changes to existing styles and scripts in the 4.0.x branch will not cater to these versions.
