Database Error Jumping to Non-Existent Post

If we manually enter a bogus URL to jump to a new comment or jump to a specific comment, and the comment ID does not exist, and the page used for the base of the URL has had 0 comments, we can trigger a database error due to the discussion ID being empty.

Fixed in the next release.
