Previewing Attachment Loses Recent Upload

While editing an attachment:

Upload a new version of the attachment.
Edit the attachment text.
Click Preview Changes to see the new text in action.

Expected result: the new text is shown and the form data is preserved.
Actual result: the new text is shown, but the new attachment I just uploaded is no longer shown. If I save anyway, the attachment file is not updated.
