Area Manager -> "System" -> Change Permissions = Error
Clicking "Change Permissions" on the "System" area results in an error
... Only if clicking on the "Change Permissions" on "System" do I get this error (that is, it seems to work for other Areas?)

The error message in the post above is the same as another report you made. I don't think it's relevant to this issue. You are probably receiving another error message for this.
Yes, the parent-list for the System area was corrupted by one of the install errors. After you check on my response for the comments issue, I think the only way to resolve this would be a re-install.
The "area_parentlist" for "System" in "vw_area" table is NULL. I gather that to be problematic and/or indicative of the botched install I had at first?
