Database Error Hard-Deleting Soft-Deleted Comments

Under XenForo, if we physically remove comments that were already soft-deleted, and we don't physically remove normal comments in the same action, we receive a database error due to an empty where-clause. The result is that the comments are not removed.

Fixed in the next release.
