+ URLs Don't 301 to - URLs

In VW3, the default URL format used + characters for spaces, but in VW4 the default uses - characters for spaces. Existing indexes for links that include + characters will be given a 404 error, rather than redirecting to the new - version.

Fixed in the next release. This only occurred for sites that used + URLs but had friendly URLs turned on in the wiki.
