Incorrect Changes to Allowed Prefixes

When editing an area via the Admin Panel and selecting only certain Prefixes that should be allowed in the area, after saving different Prefixes are selected.

Fixed in Chipmunk. TYPE_KEYS_UINT didn't exist and needed mapping to TYPE_KEYS_INT to at least be in KEYS format. Further, when saving prefixid=0 alone, VaultWiki read it back as empty and assigned prefixid=-1. Type-matching now applied for default values.
