I wish this hadn't been accepted without some notes about how it could be implemented.
In VaultWiki 3, this could be accomplished by creating a template called 'Needs References' with contents:

[category]Needs References[/category]
Then the category 'Needs References' would list any article that contained this template. This method has two problems.
First, this currently would not work in VaultWiki 4 due to this bug:

Second, this requires that users who want references have permission to edit the page in order to add the template.
I think a better option would be to use VaultWiki's polling and rating system to accomplish this.
It could be part of a poll pre-set that asks about article quality.
This also requires adding another notification type for subscriptions.
Pages that don't meet a certain threshhold of article quality standards should receive a banner stating this fact, so that unsubscribed contributors might come across it, and so that readers who might rely on the information know the content is questionable.

Where one of the ratings relates to references, whether they are needed, and how well they are used.
