In this case moderators refer to anyone with permission to create/edit wiki pages. It is likely that someone who is already able to do that would not need to "suggest" that it be done because they can just do it themselves. In the case where they might be waiting for group approval, this is another story. Perhaps the description needs expansion; I was simply trying to keep it brief.
As for a near-future prioritization, currently all feature requests are at $0, so it would not take much. However, VaultWiki 3 is already feature-locked so nothing will be added before VaultWiki 4. The fact that these are on the Sponsor page mean that they are already ahead of other feature requests for inclusion in version 4, except for those that we have not listed because they have already been prioritized for the first release (like easier template, category, image inclusion via the editor buttons).
The XenForo/IP.B features should be considered to be in their own class and are really competing only against each other, so they should not have MUCH effect on the other suggestions. It is likely other top-sponsored suggestions would appear before or alongside whichever wins this particular battle.
