Better vault_error.gif

The existing vault_error.gif, which appears when an AJAX tab throws an error, was created hastily and crudely. The image should be replaced.

Changed for the next build. A royalty free clip-art has been selected. A GIF will be used for IE <= 6 and an alpha-transparent PNG will be used for other browsers.
