Issue: Incorrect Character Limit for RichText Custom Field

Just to note for later, this may qualify as a security issue (permissions escalation). While the user reports that a character limit is incorrectly lower, depending how this is caused, it may be possible to alternatively make a character limit be incorrectly higher than what is intended by the admin, and that's a more serious problem. For now I leave this public, since it's unconfirmed and the cause is not known.
