Synonyms are not accessible to guests, while permissions should give access

My synonyms area has the same permissions as the articles area. So guests should be able to see synonyms.
The synonyms area used to be a child of the system area, so I guess this has something to do with it.

Im doing a SEO audit. The reason that I need to have the synonyms area visible to guests, is that not having so is basically SEO suicide. Site wide these autolinks link to synonyms, but are dead links to guests. Its something that I need to resolve.

When I visit your site and as a guest attempt to visit the URLs of synonyms in that area, I have no problem. The synonym resolves correctly.

I see the issue. Some redirects are still in the systems area. I dont see how to move those to the redirects area. There are no 'Move Page' controls on the page.
