Add prefix user group permissions

In Xenforo you can select which users are able to which which prefixes and in which forums.

In Vaultwiki you can, from the area view, pick which prefixes are enabled, but you cannot limit them by user groups.

I would like to be able to set usergroup permissions on prefixes.

Please describe the appropriate behavior in the following situation, which is the reason we never implemented prefix permissions:

- An existing page named Character:expanserpb. The user pegasus has permission to edit and rename the page. But pegasus does not have permission to use the prefix Character.

User can edit existing page.
User cannot rename page.
User cannot create page with that prefix.
