[4.1 Beta 3] Mass-management tools in XF1.5: Cannot proceed to criteria selection due to "Unspecified error"

In the XF1.5 version of VaultWiki 4.1 Beta 3 (b003), the Mass Management Tools area is not working for me. After choosing an action on the initial form, clicking "Proceed to Criteria Selection" returns an XF ajax message with the text "Unspecified error"

I also checked another XF1.5 test installation which is running an older beta build, VaultWiki 4.1 Beta 1 b002. That installation exhibits the same "Unspecified error" when attempting to proceed to criteria selection.

No errors are recorded to the browser console during form submission, and nothing appears in the server error log.

For the XF2.1. version of VaultWiki 4.1 Beta 3 (b003), criteria selection does open as expected (no unspecified error is triggered).

This is fixed in the next release. This occurs because while XenForo 1.x supports the AJAX form-processing indicator, it only supports errors and browser redirects as responses for that indicator; wheres XenForo 2.x supports full HTML responses (such as followup form options). To resolve this, we distinguish between forms where an HTML response might be given vs only a redirect, and disable the AJAX indicator in XenForo 1.x for the forms that sometimes respond with HTML.

This also affected some other forms such as the Importer.
