Issue: [4.1 Beta 1] Admin cp: Cannot add new custom BBcodes (most fields are disabled)

With VaultWiki enabled, I cannot add new custom bbcode. A warning message is displayed above the form
All standard text fields (including required BB code tag and title fields and those in Advanced options) and most radio/checkboxes are disabled. The exceptions are "Allow this BB code in signatures" and "Enabled" checkboxes and the entire wiki-related section fields (unique tag key, options) which are not disabled.

With the VaultWiki addon disabled, it is again possible to add new custom bbcodes.

I don't recall that this was an issue in the Alpha builds. Editing existing custom bbcodes (e.g. XFMG gallery tag) is not affected.
