[4.1 Alpha 3] "Users browsing" CSS/styling tweak: Don't show .block-content when members = 0 (or add placeholder phrase)

When this block says "Users Browsing Wiki XF (0 members, 1 guests)", the div underneath it (.block-content) is empty. This looks odd, IMO, and could be addressed in one of two ways. When 0 members are viewing the page, either:

Don't show .block-content div at all
Or have a phrase placeholder message, e.g. 'No members are viewing this page.'

The empty .block-content div happens with both of VaultWiki.org demos (vB and XF2.1), but is much more noticeable with XF's styling.

Removed the block-content div if it's empty in the next release.
