On this page, I see the message "This page has no active synonyms."

Under this, is a submit button with label "Save Changes"

There is no create new synonym form section (likely due to permissions, please verify). If the permissions do not permit creating new synonyms for this page (I presume this is the case), then there is little point in showing this submit button. FWIW, this button doesn't do anything when clicked as there is no parent <form> element.
