Issue: [4.1 Alpha 3] Watched Wiki Content: Legend block is nested inside another block

Within the "Watched Wiki Content" page, underneath the "Legend" block-header is an empty block-minorHeader heading. With FlatAwesome, this doesn't look great. After a closer look with the browser inspector, this Legend block actually contains a block nested inside of another block. Is this intended? Aside from the empty heading, it also means that the Legend block list is double padded.
