      Users without permission can moderate wiki discussions / comments
      Please see bug report 302024 on my live site. A member who does not have permissions to moderate comments, nor anything else sees the moderation tickboxes in discussions as well as getting the moderation interface when clicking it.

      The user in question has the following permissions:
      - Can soft-delete comments?
      - Can permanently delete comments?
      From the "wiki tester" group.

      This appears to be working correctly.

      The permission in question only allows you to delete comments that you posted yourself. I think the permissions page needs to specify this, because it's not clear.

      There are similar Staff Permissions, but they override the previous permission and allow you to delete comments that any user posted.
